The county was established in 1820 and was named after Israel Putnam, a Revolutionary War hero. The first white settlers arrived in the area in the early 1800s, and the county was officially organized in 1820. The county seat is located in Ottawa, which was founded in 1831. The county was primarily agricultural in its early years, with the main crops being wheat, corn, and oats.
